As a contractor I agree that this is BAD practice. Contrary to stereotypes of
contractors I do everything I can reasonably hope to avoid these situations,
but they do occur. It also has many times accounted for why our bids are
higher... because we actually figured out what needs to be done to get to the
steel. What confounds me is why nobody knew ahead of time that the yak was
required.
