Although I am not an expert on wood or pressure treating, we do have some
limited experience with wood preservatives and paint.

When we last dallied with wood preservative formulations (whether for
pressure treatment, dipping or surface coating) it seems to me we found
that these could be formulated with or without water repellents. The
preservative part of the formula is usually a metallic salt which basically
poisons all the little things that would like to ingest, digest or
otherwise attack the wood. Some formulas have water repellents as well,
often something in the wax family. I can see why a water repellent might
reject latex paint or stain, but don't think this should be true of all
preservatives.
