One very low carb, but also non-paleo alternative to rice cakes is
'Scandinavian Crisp Bread'. It's made from bran and has only 1 gram of
digestible carbs per bisquit. Has decent taste and is crunchy. Available
in most health food stores. Don't confuse it with other scandinavian
style breads that have quite a few carbs in them.

Or better yet, make wraps rather than sandwiches and use leaves for
wrapping (lettuce, cabbage, etc).
