You may be able to wrap several turns of the speaker wire around a ferrite
core which could eliminate or attenuate the interference.  Radio Shack
sells Radio Frequency Interference (RFI) Toroid Cores for this purpose.

I'm concerned that this signal is also getting into the phone line.  The
question is where is it coming in.  Is there a modem installed in the
computer with a phone line attached?  This could be the source if the
interference into the computer.  If so a few wraps of the phone line around
a toroid core could help.

Have you actually talked to the FCC or did this individual just tell you
he's within legal limits?  I find it hard to believe, that if operated
properly, he could cause this much interference.  However, not knowing
details of his and your installation, it's hard to say.

CB radios are limited to 5 watts of input power to the final amplifier.
With an expected 50% efficiency of solid state finals, at most he should be
transmitting 2.5 to 3 watts of RF energy into his antenna.  Unless his
antenna/cable system is leaking RF (poor installation) or his radio is
severely misaligned causing harmonic emissions, or he is illegally
operating an external amplifier, he shouldn't be causing this level of
interference.

You may wish to track down a local Amateur Radio Operator (Ham).  They are
experienced in dealing with RFI.
