At the property line. If it's my tree (on my property) I get to cut it
down. Legislation to prevent me doing that shouldn't exist. But, this
does not extend to man-made toxic chemicals (used motor oil) which can seep
out of the area of ownership.

Nope. Just have to ask for cooperation. And if you don't get it, you just
have to make other arrangements.

No, just the situations where you can identify the guilty party and harm is
done. Guilt vs. accident. Harm vs. risk.

Not unless we let it. This particular issue is a personal battle for those
who choose to engage. Most people prefer to be ruled by emotion or
hormones (testosterone -> war).
