I think what you are referring to is the 70% lactose free vs 100 % lactose
free milk.  They are both milk but one has more lactase enzyme added to get
rid of "all" the lactose rather than just 70% of the lactose.  As I
understand it, the lactase breaks down the complex sugars to simpler sugars
(and this the sweeter taste) that can be more easily digested by us lactose
intolerant folks. No help for the milk protein allergic folks tho'.
