with regard to sand

I live very close to the Atlantic and if I dig my heel into the lawn I find
sand. One of my neighbors found some bags of sand discarded in the yard of an
empty house and read the labels. The packager was in California, and these
bags were dumped in NY. My friend got very upset after reading the labels and
called the county police, who sent out a series of three cars to investigate
his concern... or to investigate him, I'm not sure which. Getting no
satisfaction he then started calling the State DEP. Finally, catching wind of
his problem, and liking the guy despite his odd ideas about micro chips
implanted in our brains by BIG BROTHER, I walked him through the realization
that they were bags of sand sitting on a yard of sand next to a beach of sand.
The hardest part was trying to explain the CYA policy of the labels on the
bag.
