This is still an issue that the CB'er must deal with according to the FCC
rules.   A computer user should not have to remedy this.  The CB'er is
probably using an illegal amplifier for the signal to be this strong.
Elizabeth may want to contact the ARRL (American Radio Relay League) for
help, since they seem to more responsible about how they use the airwaves
than CB'ers.

  On Saturday, the nice man from the Post Office delivered a flyer to
my box from Radio Shack.  Amongst the advertized items, I notice an
RF "noise and CB"(!) filter for telephone lines, for about $20.
  I'm still mystified by the way that the speakers are changing the
effect that the signal has on the phone line, but I'd risk one of
these and see what effect it has.
