1st Guess: Auto Spin-Up Jumper isn't set correctly,
On IBM drives there is a jumper for setting the Auto Spin up, if this isn't
set then the drive will wait for a start command from the controller. You
have to be careful because on some IBM drives this Jumper is "Enable Auto
Spin-Up" and on others it's "Disable Auto Spin-Up"

2nd Guess: David is right

3rd Guess: What I would call a SCAT (SCSI Cabling And Termination)problem.
This sort of problem can drive you nuts. The errors are come in all sizes
and shapes, the wierdest one that happened to me was the computer booting,
Win 95 finding and installing a monitor, and the computer rebooting directly
afterwards, again and again. Check and then re-check the termination on all
devices.
