Will:

It could be marginal signal/power to the keyboard or
a faulty Keyboard BIOS (on the motherboard).

First, test the power supply with a DMM.

Next test voltage on the keyboard port (pin 5 on a
DIN port, pin 4 on a mini-DIN; but use a reference
chart). If voltage is low try a smaller, more energy
efficient keyboard.

If you have warranty coverage, ask Dell to replace
the motherboard and/or the power supply. If it is
your client's dime, try replacing the Keyboard
BIOS first (part, about $10).
