Dairy is not traditional in Chinese cooking. But, remember: these
restaurants are not necessarily honor bound to be dairy free. We do
feel safer at Chinese restaurants, but we always check at a new one
whether they use dairy of any kind in their cooking. It may be
something as apparently innocuous as butter flavoring in some oil
that they use.

BTW, I believe that Crab Rangoon does typically contain dairy, so the
places that serve this are not 100% dairy free.
