Lest anyone think that life is simple, here are a few of the agencies that
contractors encounter as external business regulators, not customers, when
working in NYC. Considering that each beaurocracy has a different agenda, and
different rules, it is difficult to keep track of what the rules are until you
find yourself in violation of them. The general game, in this urban
environment, is to stay out of sight and out of mind.
