  All CD writers *can* work as readers.  The downside is that this
applies (slight) wear to the mechanical parts of the drive, and few
read at more than 6x.  People I know who are serious about writing
CDs always install a (fast) reader as well.

  As with scanners, the drives generally come with some kind of
"lite" versions of utilities that you could go out and buy
full-featured for $50-200 (if you find the supplied versions
inadequate).  We like Adaptec's "EZ CD Creator Deluxe", about $80,
but someone who was into writing music CDs might orefer some other
package.
