  When this happens to a mouse that has been working, I usually find
that cleaning the rollers restores it to health.
  I did once buy a (cheap!) mouse that failed like this fresh out of
the box.  My diagnosis was that the spring on the "third" (45 degree)
roller was a bit too weak, so I returned it.
