For a possible newspaper article, do any NYC professionals have >>>personal
experience in the MCI (Major Capital Improvement) Program of NYS DHCR (State
rental agency)?

The MCI program provides for rent increases on regulated apartments when a
"capital improvement" is made - but discriminates against restoration.  So
owners often tear out oak cabinets, doors, tilework (even though they would
prefer not to) to get the increase.
