There are no drivers for a standard 3.5" floppy drive.  The setup for the
floppy drive is direct from the system's CMOS setup.  When you replaced the
floppy, did you replace the cable?  Did it do it before you installed
Win98?  If not, then there's your culprit.  It could also be the floppy
controller that's either on the card or mainboard has gone bad.
