Did you check the FD cable, you may connect it wrongly, just turn around
the cable and try again.
Then you need change start up order in CMOS, change to "A,C,SCSI". Save
COMS setting and restart with DOS/win95 setup disk in A: (i think win95
disk is better), then you can format your HD and install OS.

Yes, there is a CD-ROM boot disk come with win95 CD, did you ask the
dealer (who sold win95 to you)? or can you get a copy from your friend
(i'm not sure it's legal or not)?
