I don't know yet if it is the card.  The motherboard is new and the card
came from a system with numerous problems, so I am assuming it is the card.
You are correct that the PCI will give a real boost over the ISA, but if you
can find an ISA card even from an old 286 then it will at least let you
prove if the mobo is okay (obviously not the PCI portion) and let you finish
configuring the system.
