He is right, BUT... he needs to reverse the COM 2 and COM 3 uses or
reverse the COM 1 and COM 2 uses.

All four comm ports can be used but not at the same time.
Comm ports 1&3 -OR- ports 2&4 can not be used at the SAME TIME because
they share a common IRQ.  You CAN use com 1&2 at the same time and
you can use com 3&4 at the same time.
