The problem is that com1 and com3 share interrupt 4.  Right click on my
computer and then click on properties.  Now click on Device manager tab.
Click the + next to modem and then highlight the modem. (You may not have to
click the + because the the modem may have trouble indicated on it.)  After
you highlight the modem, click on properties and then the resources tab.
Take the check mark off 'use automatic settings' and then highlight the
Interrupt.  Click on change setting and make the interrupt something that is
spare, usually 5 or 7.  If this cannot be changed then change the 'Basic
configuration 00x' where x = value. and try to change the interrupt again.
You must get a spare interrupt for the modem.
