Dear Steve:
You may want to try the following to see if it will correct the problem.
Open the control panel and click on Modem. Go into the properties section and
see where the volume is set for the modem.
Sometimes this gets turned off. I had the same problem with Win95 myself and
after I turned the sound back on, all was well.
