This is the signature characteristic of inadequate power supply.
It was recently pointed out here that some power supply components
may "dry out" over time, reducing the sctuall supply below its
labelled ratings....

Although as far as I know, the -L and MX Cyrix chips are reasonably
similar to other modern CPUs, the original Cyrix M1/6x86 models used
more power than most, and Cyrix maintained a list of motherboards
certified by them for use. If you have such an older CPU, and a
non-certified motherboard, your power supply may be fine and the
motherboard may be straining to provide the power needed by the CPU.
