If xcopy can not read the cluster, then it will halt with an error
message.  If the data inside the cluster is readable but scrambled
xcopy will merrily go on it's way copying the scrambled data.

Xcopy will not create a bad cluster, it can't.  It has no
formatting capabilities.  It is merely a duplicator.
