I assume you are talking about a Dos window running within a Win 3.1
session ?

To temporarily switch between a window and full screen press ALT+ENTER when
running a Dos window in Win 3.1.

In order to make the  Dos window always launch as a full screen  you need
to edit the pif file  using the windows pif editor which is in the
accessories group or your windows directory. To specify full screen view
launch the editor and open the dos pif file you wish to edit. If you want
to change the default way the Dos window opens then select _default.pif in
the windows directory. Under Display usage check the full screen box
....make any other changes you want .....save and exit and the next time
you launch a Dos window in Win 3.1 it will appear full screen.
