Every time that I have seen this it was usually heat related. Either the
CPU fan is not working or another cooling component is not working. I have
just replaced a CPU fan that started only once every three or four
power-on's. Another remote possibility is marginal memory. Some of the
higher memory locations are not fully exercised until Windows starts.
