The New York SHPO has formally adopted a policy against facadism. the
policy states that it is not preservation, but that in some cases, where it
is important to retain the facade as an element in the streetscape, it may
be acceptable mitigation. I don't have the policy in an on-line document to
share, but if anyone wants it, e-mail me your fax number and I'll do the
deed at work.
