Public Opinion and International media began to question the real nature
of Alshifa factory in Khartoum since it was destroyed in an American
missile strike. While the US announced that it has credible evidence that
the factory was involved with chemical precursors including VX nerve gas,
the Khartoum government still insist that the factory is a mere
pharmaceutical plant owned to the private sector in the Sudan.

The undisputed fact is that the factory is involved in manufacturing
precursors for chemical weapons.  Medicine manufacturing is only used to
cover the real activities of the factory. The factory is an integral part
of a military industrial facility including units, in the Kafori area in
Khartoum North and in the area of Jadid Althawra and Masaudia in Gezira
province along the Medani-Khartoum highway. The factory is owned by the
NIF and it is the NIF officials who command and supervise the project in
partnership with Iraq and some Islamic groups including Bin Ladin.  Iraqi
scientists and technicians under the stewardship of Dr. Khalil Ibrahim
Mubarkah as well as Asian and east European experts supervised the
factory. 

The factory was constructed in two stages:  

Phase (I): Began 1993 when the NIF Cadre Engineer Bashir Hassan Bashir was
licensed to manufacture veterinarian medicine.  To serve that purpose the
factory was erected on a 9,000 square meters area.  Since then through
1996 the factory was not reported to be involved in any activity. 

Phase (II): In 1995 the Khartoum government confiscated all the area and
factories adjacent to Shifa plant. As a result Al-Shifa was extended to
stretch over 22,000 square meter.

After a short while it happened that immense containers arrived in the
factory.  The containers were said to be full of equipment related to
veterinary medicine manufacturing. Yet the containers seemed to be in
connection with the chemical manufacturing as they were not imported
through the normal procedures of the Ministry of Industry and the General
Corporation for Investment.

The advent of the new equipment coincided with basic changes in the
management and technician staff of the factory. The new staff was
exclusively composed of the NIF loyalists. Top Among them was chemical
engineer Ahmed Mohamed Salih.  The old system of protection was replaced
with a new security system manned with armed guards. Also an upper level
bridge was constructed to connect the management with the production
halls. Further, the factory was connected to the General Security and the
Military Manufacturing Administration in Kafori area through a well-lit
and well-secured asphalt road. These buildings used to include the office
of Osama Bin Ladin. The director of Bin Ladin’s office by then was Colonel
Engineer Abdulbasit Humaza, who is now the commercial manager of the
Military Manufacturing enterprise. It also observed that the NIF chairman
Dr. Turabi was a regular visitor of the factory.

The intensive armed protection both inside and outside the factory
convinced many Sudanese in the industrial sector to conclude that it was
more than a medicine factory.  The established fact is that pharmaceutical
plants in the Sudan are open to the public and do not conduct business in
secrecy or require armed protection nor are they manned by foreign
experts.  There are also pharmaceutical factories known to outperform
Shifa both in term of the medicine production and standard.  The level of
secrecy at Shifa was so high that a separate building was set to house the
experts within the factory, when the factory was inaugurated no body with
the exception of Al-Bashir and his assistants, was allowed to enter the
production and control halls. Even the Indian and Arab experts did not
show up in the reception.

The government claims the factory to be owned by the Sudanese businessman
Salah Idris. The name of Salah Idris was only affiliated to the factory
two months ago, when it was declared that he purchased the factory for 30
million dollars.  The question here is what is Salah’s relation with
military industrialization projects in the Sudan?  Notably that he has
shares in the Fine Electronics Factory which is an offshoot of the
military industrialization enterprise. 

The NIF government is adopting an international agenda and to that end
employs all means of terrorism and violence. The NIF agenda does not only
contravenes the national interest of Sudan but also constitutes an insult
to the country and its people and proved to be harmful to Sudan relations
with neighbors as well as sisterly and friendly nations. The NIF alone
shall bear the consequences of its policies and practices pertaining to
harboring and exporting terrorism and manufacturing lethal weapons in the
interest of promoting the interest of Iraq and the Islamic extremists.
Such unguided policies are the source of the plights that continued to
befall Sudan.  Osama bin Ladin who the NIF government denies any
connection to, is the same person that Bashir decorated with the highest
decoration (Elnelien) in the country in 1996. He is a partner of the
regime in many companies and banks. His investments and economic
activities are still going on in the Sudan at this moment. He visits the
country from time to time to over see his businesses. The government in
March 1998 approved the last visit, when he was advised to arrive in
complete secrecy in his private jet.

The ruling National Islamic Front and its Arab allies are attempting to
exploit the anger of the Arab masses at the American polices towards
Israel. They also try to defend their terrorist activities by invoking the
name of Islam, and labeling the international hostile attitude against
their savage practices as enmity towards Islam and Moslems. By their
actions they cause harm to Islam and Moslems and give credit to Israeli
aggression. The fact is that: the NIF and its government are both involved
in terrorism through financing, planning, training and execution. The
military industry in the Sudan including biological and chemical weapons
are connected with their international alliances (especially with the
regime of Sadam Hussein) and financed by them. The people of Sudan are
victims of the National Islamic Front terrorism.  If those virulent
weapons are maintained in the country, Sudanese people will be the first
casualty as it happened to the Kurds in Halabja the victims of such
weapons under the rule of Sadam Hussein.

We call on the international community to take all necessary measures
through the UN Security Council to inspect the program of chemical and
biological weapons industry in the Sudan and to destroy them. We challenge
the Turabi/Bashir regime that claimed its innocence to open those
facilities to international investigation.

The people of Sudan need food to feed the hungry in the South, East and
the West rather than lethal weapons they also need medicine, education and
all other basic services like drinking water and electricity which became
rare even in the capital Khartoum due to policies and practices of the NIF
government. The NIF has brought upon the Sudan and it’s people so much
suffering and catastrophes of which the American missile attack was only
as a result. The responsibility for these disasters rests squarely on the
shoulder of the dictatorial regime that defamed the name of the Sudan, and
hurt it’s people and involved the country in hostilities with it’s
neighbors and the rest of the world.

This regime wants to project the conflict as a holly war against the
United States, portraying what it is facing now as a war against Islam.
Through this deceptive portrayal it hopes the world will forget that the
accusations of terrorism came to NIF regime from Moslem and Arab countries
such as Egypt, Algeria and Tunisia and many other countries. This regime
which pretends to be the victim was behind the conspiracy to assassinate
the Egyptian president Hosni Mubarak.

This military rule of the National Islamic Front was implicated with
terrorism in the Security Council, condemned six times by the United
Nations for it’s grave violations of human rights. Under this regime a
Sudanese citizens (NIF cadres) were convicted ­for the first time in
Sudan’s history ­for plotting terrorist acts in the United States.  Some
Sudanese have been arrested in connection with Nairobi and Darasslam
explosions. This regime is the sole responsible for all crimes and misery,
which brought to Sudan since June 1989.
