I would call for an end to the bombing and the insertion of a UN
peacekeeping force in Kosovo, honoring the "new" boundaries established,
but offering return to all who had been expelled or frightened away, and
set up the global atmosphere for such by making a PR gesture and setting
the three American troops free. This could be done on TV, with the
moderate Kosovo leader taking part in the PR ceremony and leaving
little for the US, its British toady and its european spear carriers, to
use as excuses for further and continued brutal stupidity.
