Can't get anymore accurate then that.

Also, heavy responsiblity can be blamed on Western forces for starting and
prolonging the other Balkans wars.

This sort of, cause a problem behind the scenes and have a mock rescue, is
the rule NATO will play.
If not needed within a certain region, NATO will create that need.
