What job is that, help ethnic Albanians, help the KLA or kill Serbian people?
They can only do the last two right, with or without ground troops.  The
first cannot be done right when military men are attempting to do it.  Just
look at Somilia.
The US drags themselves into a humanitarian mission, try to help, face some
problems, then turn back to their military ways and just kill people.

It's like a Nazis who is pretending to by friends with a Jew.  Initially he
tries to act nice, but the moment the Jew does something human, the Nazis
thinks "That damn Jew!" and shoots him in the head.
