As someone who was placed on "review" for simply disagreeing with a list
admin, I'd say that it is justified in this case.  There are lists that
explicitly allow any messages without any kind of review.  This list isn't
one of them.  There's nothing wrong with a few jokes, but we don't need to
have our mail boxes filled with foolishnes (unless we consent to it by
joining the other kind of list).

At a societal level, I would say no.  That's different from a voluntary
association joined together to discuss a particular topic.
