At http://www.dfat.gov.au/intorgs/timor/judgement.html you'll find a world
court judgment in which they said they had no jurisdiction to rule on the
complaint before them.
I'm not 100% certain that this is the case mentioned by Chomsky, but this
decision is the only one to show upm on a quick search.
