This is all third hand info, I've not tried it.

http://www.remotehams.com

allows remote access using their windows based downloadable client  to a
number of stations.

I believe handyhams has tested their client and found it to be at least
somewhat accessible.

A quick glance at their site does not tell me if they're limited to U.S.
users.
