is it the squelch on the other receiver on the radio breaking open?
Turn down the volume for the band you are not using and see if it stops.
Might be some RF getting back into the radio too...but it sounds like the
other receiver is just picking up rf when you transmit and breaking the
squelch.

I am experiencing an unusual problem with my TM-V71A.
I am set for 2 meters and the mode is FM.
When I use medium or high powerand key the mike and speak I get almost
instant static exactly like that heard when the squelch is open. When I
unkey the static stops.
This also happens often when I key the microphone and do not speak.
Sometimes this happens when I use low power but very infrequently.
The static continues during the time I speak.
It makes no difference as to whether I can hit the repeater with my signal
or not. This happens on most every repeater that I have programmed in so I
don't think it is a repeater related problem.
I believe that when this occurs and I am speaking with someone, they can
hear my transmission but possibly not the static that I hear.
This has begun happening only recently and was never a problem in the past.
Do any of you have an idea as to what the problem might be? I feel like it
must be something that I have changed accidently.
