sounds like typical beurocracy at work.
They whine and complain and bellow about lack of funds, yet they have a gold 
mine sitting outside that is completely ignored.  par for the course lol.
I always say, any government agency has no other goal except to spend money, 
not make it.

Well I'll try to explain a bit better.  The equipment that is going on the =
tower  if for tele-communications and network access from 1 site to another=
.  The camera is for watching the building and parking lot of the facility =
where the tower is going.  This is the sheriff's office training facility a=
nd also will watch the main sheriff's office building next door.  They are =
rather selfish and won't allow any ham gear or any other gear for that matt=
er to be installed on the towern.  We have a 250 foot tower at our correcti=
ons facility already.  Cell phone companies would pay but there is so much =
mis-information that they won't even consider allowing others to use the to=
wer.  Grants are used to purchase most of our equipment and will also be us=
ed in this case.  It's over kill but they get away with it.  As far as wind=
load, this has to be up there because of hurricantes.  The microwave dishe=
s are used to carr y computer network traffic and sheriff's office phone se=
rvice to the courthouse from the training facility.  These dishes are 4 fee=
t in diameter and are manufactured by dragonwave.
