Well I'll try to explain a bit better.  The equipment that is going on the tower  if for tele-communications and network access from 1 site to another.  The camera is for watching the building and parking lot of the facility where the tower is going.  This is the sheriff's office training facility and also will watch the main sheriff's office building next door.  They are rather selfish and won't allow any ham gear or any other gear for that matter to be installed on the towern.  We have a 250 foot tower at our corrections facility already.  Cell phone companies would pay but there is so much mis-information that they won't even consider allowing others to use the tower.  Grants are used to purchase most of our equipment and will also be used in this case.  It's over kill but they get away with it.  As far as wind load, this has to be up there because of hurricantes.  The microwave dishes are used to carr y computer network traffic and sheriff's office phone service to the courthouse from the training facility.  These dishes are 4 feet in diameter and are manufactured by dragonwave.
