A few weeks ago I ordered an inexpensive RS232 multimeter from Ebay model
DT-4000ZC approximately $45.00 free shipping. Subsequently, a local
programmer wipped up a some Windows code to automatically speak whatever is
displayed on the meters LCD screen. Next step is to figure out the
viability of porting the talking capability to a stand-alone portable
setup. The dmm itself measures around 6 inches by 3 inches by 1.5 inches
plus or minus as it sits on a bit of a tilt. This thing is in my opinion an
essential tool. I haven't tested the included software for accessibility as
of yet. The RS232 interface is actually a USB connector at one end and a
3.5mm 1/8 inch plug at the other end. I will ask him if he plans to make
the accessibility code publicly available.
