Baofeng got through because the one submitted for the FCC approval you 
couldn't program with the key pad, once it was type excepted they changed it 
and haven't seemed too keen on fixing that situation. Now they're so popular 
I'd doubt if it would be worth their while when you figure no one in their 
right mind would ever use them on public service systems anyway other than 
to cause problems and if they know enough how to program them to do that, 
they'd find another way if they had to. They're very ugly on test equipment 
too, very broad, very dirty. I can't tell you how many people put them on 
equipment that I know but I know a lot of people who have done it and not 
all found the same things but not one has ever seen one to be anywhere near 
within spec.
