Yes it is.  Although it would be annoying to anyone trying to listen to or
watch a stream, it is especially distracting to us who also depend on screen
reading software.  But of course these perverts who write this stuff don't
care about anything but disrupting everyone else.

I've used the microsoft accessibility team on two occeasions and found them 
to be quite helpful. That has got to be a most anoying problem. Hope you can
