Hello Steve, I will say the following about an instance where I did run over
1500 watts on my SteppIr. One evening I was operating barefoot and
therefore turned my Icom up to 200 watts. I eventually went QRT, and when I
got on early the next morning, I turned my station on and immediately began
a QSO with a couple of my friends. While transmitting, I could hear the
transformer in my Henry 5K Classic humming in rhythm with my voice peaks. I
thought to myself, boy this is unusual, as I never heard the transformer
humming like that before. Well it suddently dawned on me that I had not
turned the rig back down to normal driving level when I went QRT the prior
evening, and when I checked my PMII, I was actually running 4935.6 watts,
HiHi. Things happen, what are you gonna do?

I'll let Alan address this himself and I'll stand corrected if I'm
wrong, but I'm not sure I have ever seen him claim to put out more than
legal limit over the air.
He does own 1 or more amps that can produce very high power, but
owning such gear isn't a violation.
I've always had the impression (rightly or wrongly) that any time he is
running power in excess of the limit, it is into a dummy load for
testing purposes, and not over the air. I had that impression about his
recent experience regarding his TW-1, which is now a soot blackened
paperweight.
