is your home button working for all other functions?
If not then it could be a problem with the home button.
If the home button is working for everything else, and just Siri is not 
working, you may just have to be patient until the siri service resumes.

I did shut the phone off and then turned it back on.  No help.

Sometimes SiRi is out to lunch or on vacation or being
maintained!  And always try a reboot first.
