Hi Ron,

I have made some progress, but I'm still having problems.  At first, my 
Windows 8.1 computer refused to recognize the SDR dongle.  Even though 
the dongle showed up in the device manager, the HDSDR software refused 
to open the dongle.

I finally realized that the dongle had broken my webcam software.  I 
unpluged the camera and reinstalled the dongle and DLL file and sucess, 
HDSDR now ccan open the SDR dongle.

Here is the problem, I still haven't heard a single RF signal. HDSDR 
software is accessible and I can change listening modes and frequencies, 
but so far no segar!
