Yes, you get it from iTunes.  
It should work on the 4S, but I don't know if it works since you have a much older operating system than the current 8.2. 

I think you get a limited number of free pictures, then you pay for a subscription either monthly or 100 pictures, I think.  Don't quote me on the last part.
