As you say, the U.S. authorities haven't granted permission for decades for
a ham radio trip to the island, and say that they won't for at least 10
years more.
However, Haiaitian fishermen quite often drop off there for respite from
poor weather in the Caribbean.

What I don't understand, is why the authorities are so precious about the
island?
Any in depth ideas?

It is a DX-pedition to an uninhabited island called Navassa.  It is in the
Caribean, very close to Haiti.  Navassa is controlled by the Fish and Wild
Life Service, who hasn't permitted any amateurs to visit it in 25 or 30
years.

The other night I heard k1n operating on 1817.6 on 160 meters with a pretty
good signal for my short 105 foot G5RV at only 35 feet.  Then I heard him
move and the pile up went dead so I punched up 3550 and finally found them
on 3503.  The pile up was spread out over 50 Khz but they were pretty loud
on 80 meters.
