Blake,
you are probably thinking of the Insignia am/fm/HD receiver 
distributed for a while by bestBuy.  it was on the market for a short 
period of time about three years ago.  It spoke band, frequency, 
volume level and a few different items, including HD1, HD2, etc. if 
they were present.
Apparently the builder of the receiver was unable to get somne parts 
and the set was on the market for less than a year.
The reviews were mixed - I have one and like it, but it isn't the 
best receiver ever, but offered a reasonable degree of 
accessibility.  Mine is next to me on the computer desk and does a 
decent job.  Still available on the internet, I am sure.
