You may want to try an app called Be My Eyes. I am told it works well.
However, it gives you a live video feed with a volunteer.

Yes you can get several packages of pictures. You don't have to pay when
you first download it. They give you a number of pictures to play with
free. I think the app is worth it. I pay 3 months unlimited $25. That is
the newest package. Also I used it on A 4S with IOS7. I hope this helps.

I did not know that you have to pay for a limited number of pictures.
That could get very expensive for sure!
I can upgrade my o s but I have been concerned if will work with my old 4S.
