Matt,

I'll mention one more thing.  You will probably need a gender changer 
for the pc  to radio connection.   The radio has a 9 pin male and   your 
cable/adapter will probably have a male plug as well.  Plugging male 
into male isn't going to work (although I hear it is all the rage in 
some circles), so you'll need a gender changer.

Also be sure you aren't using any sort of null modem cable.     The 
serial connection needs to be "straight through" and not  a null modem 
type which  crosses 2 wires.
