Bob,

If you will email me off list, I will send you an attachment of the 
rough conversion of the TM281A manual that I have as a Word document.

I used DocuScan Plus to convert the PDF, then converted the text file 
into a Word document.

It is absolutely not completely cleaned up, but I did work on the menu 
section, and a few other parts enough to make them usable for me when I 
was setting one up for my radio club to use at public service events.
