There are cheaper ones, the TS-480 is a little cheaper, Icom has a couple 
not as accessible but useable that are cheaper, and you can always save a 
lot of money and buy used. Some people don't like buying used especially 
older due to inavailability of parts or what not but on a budget you do what 
you have to do. I wouldn't worry about that myself.
