Le grammatica in §133 da le exemplos:
dece horas e quarte (= 10:15)
dece horas minus quarte (= 9:45)

Ma in le dictionarios nl>ia a ia>nl de Piet Cleij es:
het is kwart voor tien = il es dece horas minus (un) quarto (=9:45)
septe horas e quarto = kwart over zeven (7:15)
septe horas minus quarto = kwart voor zeven (6:45)

Nota le differentia inter "quarte" e "quarto".

Io crede que ambe methodos es correcte:
"minus quarte" es un abbreviation de 'minus quarte hora' (quarte 
como adjectivo, 'being the fourth part of something, here: of an 
hour')
e
"minus quarto" es un abbreviation de 'minus (un) quarto de hora' 
(quarto como substantivo, 'the fourth part (of an hour) = a 
quarter (of an hour)).

Interlingua grammar is easy once you get the idea of it!
